Electric Bike (E-Bike) Laws in the UK

In the UK, most electric bikes are classified as Electrically Assisted Pedal Cycles (EAPCs).

To be legally used on public roads without registration, insurance, or a licence, an e-bike must meet the following requirements:

Key Legal Requirements

  • The bike must have fully operable pedals
  • The electric motor must have a maximum continuous power output of 250 watts
  • Motor assistance must cut off at 15.5 mph (25 km/h)
  • The motor must only assist while the rider is pedaling

Additional Rules

  • Riders must be 14 years or older
  • EAPC-compliant e-bikes: Do not require a driving licence, Do not require insurance, tax, or registration
  • E-bikes can be used anywhere a normal bicycle is permitted, including roads and cycle paths

When an E-Bike Becomes a Motor Vehicle

If an electric bike does not meet EAPC requirements (for example, higher power, throttle-only operation, or higher speeds), it may be classified as a motor vehicle.

This means the rider may legally require:

  • Registration with the DVLA
  • Vehicle tax
  • Insurance
  • A valid driving licence
  • An approved helmet

Failure to comply may result in penalties.

Electric Scooter (E-Scooter) Laws in the UK

The legal status of e-scooters in the UK is significantly more restricted.

Ownership

  • It is legal to buy and own a private e-scooter

Use on Public Roads

  • Privately owned e-scooters are not legal to use on: Public roads, Cycle lanes, Pavements

Where They Can Be Used

  • Private e-scooters can only be used on private land with the landowner’s permission

Rental E-Scooters

  • Government-approved rental e-scooters are permitted in certain areas under trial schemes
  • These are subject to:Speed restrictions, Licensing requirements, Specific local regulations
